Merton CIL feels that withdrawing discretionary passes from people with mental health needs is not in line with the council’s preventative approach in social care. We also feel that passes were an important way to help keep people mobile, engaged in their communities and reduce isolation. Merton CIL strongly recommends against withdrawing these passes.
